    On November 6, 2025, the European Commission announced that, in response to an application submitted on September 22, 2025, by the EU industry organization the Coalition Against Unfair Tyre Imports, it had initiated an anti-subsidy investigation into new passenger car and light truck pneumatic rubber tires originating in China.

    Previously, on May 21, 2025, the European Commission had initiated an anti-dumping investigation into passenger car and light truck tires imported from China; the two cases will be merged into a single anti-dumping and countervailing duty case concerning semi-steel tires from China.

    The products under investigation are new passenger car and light truck pneumatic rubber tires used in motor vehicles (including station wagons and racing cars), buses, or trucks with a load index not exceeding 121. The EU CN codes for the products under investigation are 4011 10 00 and 4011 20 10.

    The subsidy investigation period for this case is from January 1, 2024 to December 31, 2024, and the injury investigation period is from January 1, 2021 to the end of the subsidy investigation period.

    The European Commission explicitly stated in its announcement that a separate, ongoing anti-dumping investigation (Case No. C/2025/2778) already exists for the same product in question. This investigation must be registered separately for this anti-subsidy investigation, and all relevant information must be resubmitted according to the requirements and deadlines of this announcement. Therefore, the China Rubber Industry Association also reminds the exporting companies involved to pay attention to the deadline for responding to the subsidy investigation questionnaire and to apply for separate anti-subsidy duty rates.

    Given that this investigation may involve a large number of Chinese exporting manufacturers, a sampling procedure may be used to determine the reasonable number of companies to be investigated. All exporting manufacturers or their representatives must provide company information to the investigating authority through the TRON.tdi system within 7 days of the date of this announcement, so that the investigating authority can decide whether sampling is necessary and to select a sample.

    Selected sample companies must submit a complete questionnaire within 30 days of receiving notification of their inclusion in the sample. Other interested parties may comment on the sampling results within three days of the issuance of the sampling decision notification.

    The China Rubber Industry Association will combine the industry injury defense work of the subsidy investigation and the dumping investigation, and will continue to do a good job in responding to the case for the industry.
